Aqib Ali Hussain v The Pensions Regulator

Facts

The Appellant, Aqib Ali Hussain, lodged an appeal against a decision of the Pensions Regulator using the GRC1 form on 7 June 2026. The appeal as lodged was incomplete: it was unclear whether the Appellant had a right of appeal, and section 10 of the GRC1 form had not been completed. By directions issued on 9 June 2026, the Tribunal required the Appellant to provide, within 14 days, a dated copy of the decision under challenge and a completed section 10 of the GRC1 form. The Appellant did not comply. Further case management directions were issued on 24 June 2026, requiring the Appellant, by 1 July 2026, to provide either a dated copy of the decision or a completed "Pensions - right to appeal" form, together with a completed section 10 of the GRC1 form; the Appellant was expressly warned that failure to comply could result in the appeal being struck out under Rule 8(3)(a) of The Tribunal Procedure (First-tier Tribunal) (General Regulatory Chamber) Rules 2009. The Appellant again failed to comply, providing neither the required documentation nor any explanation. The matter was determined by Tribunal Judge Kiai without an oral hearing, on the papers, in the First-tier Tribunal's General Regulatory Chamber (Pensions).
