Facts

Bromford Housing Association Ltd, the claimant landlord, brought proceedings against Miss Lasharna Robinson, its assured tenant of 26 Bishops Close, Erdington, Birmingham, whose tenancy began on 13 May 2011 with a predecessor association. Clause 3.30 of the tenancy required the tenant, on 48 hours' notice, to give access to inspect the condition of the home and to enable the landlord to carry out obligations imposed on it by law. The last electrical safety inspection had been on 2 September 2021. From late June 2026 the claimant repeatedly tried to arrange a further inspection. Access was not given on a series of appointments. The defendant cited recent surgery and items blocking the cupboard housing the consumer unit, and she did not respond to later contact attempts. A warning of legal action was sent on 6 August 2026, and the claimant completed a proportionality and Equality Act assessment on 26 August 2026. The claim form was issued on 8 September 2026, seeking an injunction requiring access and, failing compliance, permission to enter by force. The application was heard on 9 October 2026 before Mr Recorder Adrian Jack. The defendant did not appear, and the claimant was represented by a solicitor.
