Khalid Masaud Quereshi v The Registrar of Approved Driving Instructors

Facts

The appellant, Khalid Masaud Quereshi, had been an approved driving instructor for 32 years, teaching over 1,000 pupils and holding a clean licence throughout. He advertised his Mercedes A200 for sale at £13,000 and, on 1 May 2025, allowed two people to test drive it without taking their identity details, holding only the keys to the car in which they had arrived and trusting that they were insured. When a notice under section 172 subsequently arrived, he did not complete it himself but scanned it and sent a copy to the driver's mobile number, never asking for the address the form required. The police later told him the details provided were incorrect, and by then the individual had blocked him. On the advice of a lawyer friend, he accepted the offence rather than contest it before the magistrates, and a conviction was recorded on 6 November 2025, carrying penalty points. On 15 December 2025 the Registrar of Approved Driving Instructors removed his name from the Register, considering the offending serious and his continued registration damaging to public confidence; the Registrar also relied on his failure to notify the conviction. He appealed by notice dated 28 December 2025, accepting the conviction but contending that removal was neither necessary nor proportionate, particularly given his age of 70, his imminent retirement plans, and his wife's recent injury which had ended her own work as an instructor.
