Nasir Saeed v Greater Manchester City Authority & Anor
Checked against the judgment on 16 October 2026 · how we verify
Facts
The claimant, Nasir Saeed, is a litigant in person who brought a claim against the Greater Manchester Combined Authority and G M Business Support Limited (trading as The Growth Company). On 20 August 2026 District Judge Iyer, in the County Court at Manchester, adjourned the claimant's application to amend his Particulars of Claim. The judge ordered him to pay "the Defendants' wasted costs of today in the sum of £1,500 for each Defendant". The claimant made an original request for a transcript, as HHJ Pearce understood it on 21 August 2026, before any Appellant's Notice had been filed. HHJ Pearce refused that request by e-mail on 25 August 2026. The Appellant's Notice was filed on 2 September 2026. It raised three grounds: procedural unfairness in making the costs order without letting the claimant address costs; an erroneous exercise of discretion; and a mismatch between the sealed order and the oral ruling. On 14 September 2026 HHJ Khan refused permission to appeal, and the claimant sought oral reconsideration, listed for 28 October 2026. The claimant then sought a transcript of the whole hearing at public expense under CPR 52.14. HHJ Khan refused that request on 17 September 2026. By notice dated 18 September 2026 the claimant applied to set that order aside. The application was heard on 14 October 2026; the defendants did not attend.
