R v Muhammad Abid

Facts

The applicant, Muhammad Abid, had been convicted in January 2018 of failing to disclose information about acts of terrorism, contrary to section 38B of the Terrorism Act 2000, in relation to Umar Haque's secret radicalisation of young boys and his plans for attacks in London; he was sentenced to four years and three months' imprisonment and became subject to the Part 4 notification requirements of the Counter Terrorism Act 2008 for ten years. On his release in July 2019 the police hand delivered a letter setting out the requirements, including those newly inserted by the Counter-Terrorism and Border Security Act 2019. He was convicted after summary trial in the magistrates' court of two breaches of the notification requirements, contrary to sections 47 and 54 of the Counter Terrorism Act 2008: failing to notify the account number and sort code of a Santander account, and failing to notify that a Vauxhall car had been scrapped. Committed for sentence on 22 December 2023, his appeal against conviction was dismissed at the Central Criminal Court on 23 April 2024, and on 26 June 2024 Her Honour Judge Dhir KC passed concurrent special custodial sentences under section 278 of the Sentencing Act 2020, totalling three years three months. Acting in person, he applied for a 392-day extension of time and for leave to appeal against sentence; the single judge referred both to the full court.
