Rio Property Maintenance Limited was incorporated in February 2015, was dormant until 2018, and then traded cleaning, maintaining and managing office premises in Surrey. Mr Enilson Antonio Vieira Da Silva was its sole director until March 2020, when a second director was appointed. Both remained directors until the company entered creditors' voluntary liquidation on 30 June 2022 with nil assets and an estimated deficiency of £124,884. On 8 July 2020 he applied to Barclays for a £50,000 Bounce Back Loan, stating 2019 turnover of £202,321. Less than three weeks earlier he had approved accounts showing turnover of £83,844 and £81,300 for the years to February 2019 and February 2020. Bank receipts for the 2019 calendar year were only £125,873.95, so the company was eligible for at best £31,469, an overclaim of £18,531. The loan was never repaid and the Government's guarantee was called. He did not answer the Insolvency Service's questionnaire and engaged only minimally after a section 16 letter. The Secretary of State issued the claim on 1 May 2025 under section 6 of the Company Directors Disqualification Act 1986 and section 15A of the Company Directors Disqualification Act 1986, alleging that he caused the company to obtain the loan by giving misleading turnover information. He failed to comply with an unless order dated 3 February 2026, was debarred from contesting the claim without permission, sought none, and did not attend the hearing.
