Facts

The appellant, Robert Blackmore, appealed to the First-tier Tribunal (General Regulatory Chamber) against a decision of the Registrar of Approved Driving Instructors. The judgment does not describe the Registrar's decision or the history behind it. The Registrar applied to strike out the appeal under rule 8(3)(c) of the Tribunal Procedure (First-tier Tribunal) (General Regulatory Chamber) Rules 2009, on the basis that it had no reasonable prospect of success. The Registrar's stated ground was that the appellant's part 1 test had expired, so that the appellant could not now re-book the part 3 test. Directions were sent to the appellant on 14 April 2026. They warned that the Tribunal was considering striking out the appeal and required a response by 28 April 2026. No response was received from the appellant.
