Social Care Wales, the regulator for the social care profession in Wales, applied on 3 June 2026 under the Regulation and Inspection of Social Care (Wales) Act 2016 to further extend an interim suspension order against Jessica Gibbons, who was registered and working as a Residential Child Care Support Worker. In late 2023 the company employing her disclosed to the regulator that she was the subject of a safeguarding and police investigation concerning her alleged conduct towards a young person residing at the home where she worked; further concerns about a second young person emerged in January 2024. It is alleged that she blurred professional boundaries with Young Person 1, including inappropriate conversations about that young person's sex life and sexual touching of her thigh and breasts, and that she had an inappropriate sexual relationship with Young Person 2 and supplied her with unlawful street drugs. The Interim Orders Panel imposed the order on 4 April 2024 for 18 months, reviewing it on 2 October 2024 and 21 March 2025 and maintaining it on each occasion. On 11 September 2025 the Tribunal extended it for 12 months, to 3 October 2026. The police investigation, described as complex, remains ongoing and the regulator's own investigation is on hold. Ms Gibbons has not engaged with the proceedings since November 2023.
