Facts

The appellant, Collette Chadda, complained to the Information Commissioner on 9 August 2025 about alleged systematic data protection failures by Computershare Investor Services Plc in connection with the administration of the GAM Fund Management Limited APSS pension scheme. In correspondence of 19 March and 23 April, the Commissioner recommended that she approach the equivalent regulator in the Republic of Ireland, the complaint relating primarily to processing in Ireland by an Irish controller registered with the Irish Data Protection Commissioner. On 28 April the Commissioner confirmed that the complaint had been considered, that no further action would be taken and that an outcome had been issued. On 9 May 2026 the appellant applied to the First-tier Tribunal under section 166 of the Data Protection Act 2018 for an order requiring the Commissioner to determine controllership by a factual assessment under Articles 4(7) and 26 of the UK GDPR, to investigate each of her ten complaint points (COMP-001 to COMP-010) on their merits, to inform her of the outcome of each point individually under section 165(5)(b) of the Data Protection Act 2018, and to do so within 90 days. On 24 June 2026 the Commissioner applied to strike the appeal out; Judge Roper issued directions on 30 June 2026 foreshadowing strike-out, and the appellant replied on 14 July 2026, asking that the matter be decided on the papers.
