Facts

The appellant, a citizen of Jamaica born on 5 November 1996, entered the United Kingdom on 4 May 2002 aged five with his mother, with visitor leave valid until 4 November 2002. Applications made by his mother naming him as a dependent were refused or rejected until an Article 8 ECHR application of 17 July 2014 secured discretionary leave for both, renewed on 21 February 2018 until 26 August 2020. He was convicted at Stoke-on-Trent Crown Court on 20 July 2018 of being concerned in the supply of heroin and of cocaine, receiving suspended sentences, and at Birmingham Crown Court on 10 December 2019 of possession of heroin and crack cocaine with intent to supply, possession of criminal property and breach of the suspended sentence order, receiving four years and nine months. Deportation action followed, but his appeal was allowed on Article 8 ECHR grounds by First-tier Tribunal Judge Singer in a decision promulgated on 10 February 2022, and he was granted leave until 1 August 2025. He reoffended, being convicted in 2024 of drug supply and of arranging or facilitating travel with a view to exploitation, and again on 28 July 2025. On 8 October 2025 the Secretary of State made a further deportation order under section 32(5) of the UK Borders Act 2007 and refused his human rights claim; he appealed.
