Shaheen Mahmood Laryea v Ofsted

Facts

The appellant, Ms Shaheen Mahmood Laryea, is a childminder registered since 2021 on the Early Years Register and both parts of the Childcare Register, permitted to care for children alone at her one-bedroom flat, Flat 28 Powell Court in London. Between March 2024 and December 2024 she made three applications to register a non-domestic nursery, "Apple Plum Nursery", at 57 Beulah Road in Walthamstow; each was withdrawn, twice after Ofsted found the premises unsuitable. Ofsted received disclosures from members of the public and the local authority that she was caring for large numbers of babies at unregistered premises and using unassessed assistants, including her sister and mother. An announced inspection at Powell Court on 15 September 2025 was rated "Good", but on an unannounced visit to Beulah Road on 29 October 2025 the inspector found the appellant caring for 16 children, most aged about one, in a single room. Ofsted suspended her registration on 31 October 2025 and again on six further occasions, issued a notice of intention to cancel and, on 20 March 2026, a decision to cancel, which is under separate appeal listed for four days in January 2027. She appealed the seventh suspension, notified on 9 July 2026 and running to 20 August 2026.
