Facts

The appellant, a national of Jamaica born on 20 February 1999, arrived in the UK on 24 December 2002 aged three. He was granted leave to remain outside the immigration rules from 26 June 2013 to 26 June 2016, and was later included as a dependant on his mother's application for indefinite leave to remain. Before that application was decided he was convicted, on 3 October 2018, of conspiracy to supply cocaine and heroin and sentenced to two years and five months' imprisonment. The Secretary of State commenced deportation action, and his appeal was dismissed by First-tier Tribunal Judge Shiner in a decision promulgated on 25 February 2021. He made further submissions on 28 February 2024, referring to earlier representations, which the respondent treated as a fresh human rights claim and refused on 10 June 2025. He appealed. Since Judge Shiner's decision he had been sentenced on 19 May 2022 to twelve months' imprisonment for possession of an offensive weapon, possession of cannabis and obstructing a constable; his daughter C had been born in January 2024 to his partner P, a British citizen; P had developed serious eczema; and he had been remanded from 19 February 2025 until his acquittal of murder on 18 December 2025.
